Tall Shrubs
I live in Sunset region 10.

Our landscaper put in tristanias, rather than shrubs (which would take a
very long time to grow). We have 8 that came in 15g containers. They are now
past the 2 story window and give us almost complete privacy -- you must,
however, top the trees to make them bushier; otherwise, you'll be able to
see right through them as they often drop their leaves closer to the trunk.
We also have a melaluca in one corner and a peppermint willow in the other.
The peppermint willow is great -- very tiny when it went in and now looks
like a full-grown tree. Oh, and we planted everything in April of 2001.

The Arbutus "Marina" is a wonderfull evergreen tree for the frontyard that
looks good all year. It blooms but not large showy bloom, but the humming
birds like it Sometimes there will be a few fruits like dry strawberries but
not enough to make a mess. Al

How about a dogwood? The c. alba Tatarian Dogwood will grow in your zone and
Sunset says it gets about 10 feet high. Or there's the eastern dogwoods,
they get about 20 ft high.  Or perhaps a redbud. They have pretty pink or
purple spring flowers and fall foilage and seedpods. The eastern variety
grows 25-30 ft tall, but the western stays much smaller, 10-18 feet and is
very shrubby. There's also a named variety that has the purplish foilage
like a japanese maple. I think it's called Forest Pansy. Only thing is, I
would not plant a western redbud next to the rose because the rose has a
high water requirements and the western redbuds like it fairly dry. The
easterns like water though.
